A major accident involving hazardous materials is unlikely, but it can have serious consequences for health and the environment. Here’s what to do in case of an alert.

The risks of an accident

These accidents can occur during: 

  • the transportation of hazardous materials (truck, train, or pipeline) 
  • activities of a business that uses and/or stores these materials.

Possible health effects in case of a toxic spill

A toxic spill can cause irritation of: 

  • the respiratory tract 
  • the skin 
  • the eyes   

Possible health effects in case of an explosion or fire

An explosion or fire can lead to: 

  • Severe burns 
  • Injuries caused by projectiles 

What to do in case of a toxic spill or explosion risk? 

In case of a spill, leak, or explosion involving chemicals, authorities may ask you to stay home (lockdown). Following the assessment of the situation, the authorities may order an emergency evacuation if necessary.

If authorities ask you to stay sheltered : 

  • Close and seal doors and windows with tape. 
  • Stay away from openings. 
  • Turn off ventilation (air exchangers, air conditioning, stove hoods, dryers). 
  • Block air entries with wet cloths. 
  • Follow the situation through the media or 311. 
  • Only call in case of an emergency. 
  • Stay inside until permitted to leave. 
  • Leave your loved ones where they are. On-site personnel know the procedures.  

Warning sirens installed in the area 

Several industries in Laval are equipped with warning sirens. In case of a major accident involving a toxic spill or explosion risk, the siren alerts the population to take shelter. 

The siren emits a rising and falling sound for three minutes.

An annual alert drill is organized in the area. The public is informed in advance.

Emergency measures planning zones 

Emergency measures planning zones (ZPMU) are established based on a modeling of potential consequences (toxic spill, explosion) for each industry. These zones determine the scope of action for local authorities in case of a major accident.

Industries equipped with an alert siren 

According to municipal regulation L-12933, industries subject to the Federal Environmental Emergency Regulations must have an alert siren and an environmental emergency plan. 

These industries are located in an Emergency Measures Planning Zone (ZPMU), which is the largest impact zone for a given industry.
