When and how can you pay your tax bill? How does the city use the taxes it collects? What should you do if you move? Find the answers to your questions. 

The City of Laval is working to limit tax increases in an effort to protect your purchasing power, while maintaining essential services such as snow removal, park maintenance, and waste collection. Although property values are currently on the rise, adjustments are being made to ease the impact on your tax bill. 

Mailing of the tax bill

The municipal tax account shows the annual tax that homeowners must pay to finance municipal activities and services. 

When to pay

  • 1st instalment: By March 19, 2025
  • 2nd instalment: By June 17, 2025

In the event of a late payment, fees and penalties will be applied, calculated at a daily interest rate of 8.5% and 5%, respectively.

Via your financial institution 

  • In the bill payment section, select Payment of property taxes to the City of Laval.
  • Enter the 20-digit reference number starting with 00032 (no spaces) shown on your tax bill. 

You can also pay your tax bill at the counter or via an ATM at most financial institutions.  

Important

Please pay your taxes at least three business days ahead of time to avoid penalties. The city records your payment upon receipt.

  • Write the file or registration number of the tax accounts you are paying on the back of the cheque. 
  • Please enclose the corresponding payment stub.

To save time, include a post-dated cheque and the corresponding payment stub for the second installment in the mailing with your first installment.

Cheque deposited with the Service des finances

  • Write the file or registration number of the tax accounts you are paying on the back of the cheque.   
  • Please enclose the corresponding payment stub. 
  • Place your envelope in the mail slot at the Service des finances, 1333 Boulevard Chomedey 1333, boulevard Chomedey.

Tracking your payment 
Please check your bank statement to find out whether your cheque has been cashed.

Go to the tax counter at 1333, boulevard Chomedey, bureau 101. 

Open Monday to Friday: 8.15 a.m. to 5.15 p.m.

How your municipal taxes are used  

Municipal taxes are the city’s main source of revenue for financing public services and activities such as collections, the maintenance and development of roads and the water supply system, libraries, as well as policing and firefighting services.

Calculating municipal taxes

Municipal taxes correspond with the value of your property multiplied by the municipal taxation rate.

The value of your property is shown on the municipal assessment roll

Property assessment 

Every three years, the city draws up an inventory of the properties on its territory and indicates the value of each property. This inventory is called the property assessment roll.  

 Each property is assessed based on its actual value and on real estate market conditions on a specific date. When the value of a property increases or decreases, this is reflected in the amount on the tax bill.   

Spreading property values over three years 

To reduce the impact of a change in value on your tax bill, the city spreads the difference in the value of your property between the previous roll and the new roll over three years.   

Example 

One-third of this variation is applied each year to your former value. For example, if the value of your property was $300,000 on the 2022-2023-2024 roll, and is $321,000 on the 2025-2026-2027 roll, your tax base will be:  

  • $300 000 in 2024 
  • $307 000 in 2025 
  • $314 000 in 2026 
  • $321 000 in 2027 

Depending on Laval’s priorities and planned projects, certain tax rates may vary from year to year.

Please note: The rate per $100 of assessment for a single-family home dropped from $0.7252 in 2022 to $0.5562 in 2025. This reflects the city’s adjustment of the rate, not an increase in the value of your property. 

Understanding your tax bill

Your tax bill includes: 

  • Your reference number for online payment   
  • Your file or registration number if you are paying by cheque  
  • The assessed value of your property for the current year and the two subsequent years of the municipal assessment roll   
  • The rates used to calculate taxes
  • The installment amounts and payment deadlines 

Registering for an online tax account

  • If you register for the electronic document transmission service, you can view the documents below at any time:  
  • Your annual municipal tax bill: You will also receive e-mail reminders for payments.  
  • Your additional municipal tax account  
  • Your real estate transfer (welcome tax) tax account 
  • Your water bill (meter).  

Once have registered for an online account, you will no longer receive these documents by mail. 

Before you begin
Have your most recent tax bill on hand. You will need your bill number and the amount of your 1st instalment to register.  

If you are a new homeowner, wait until you have received your property transfer tax bill (welcome tax) to register.   

Steps to follow 

  • In the Property sectioairbn, choose Add a property
  • Search for your property by:   
    • Address: Include street, avenue, etc., with accents  
    • Registration number: Enter all digits after 65005 and replace dashes with spaces.  
  • Once you have found your property, click on Add a tax account.  

Refund of the tax on unserviced vacant land in agricultural zones (TVND)  

The deadline for claiming the refund of the tax on unserviced vacant land in agricultural zones is September 1, 2025

  • Save the form (PDF, 95 ko) to your computer. Right-click on the link, then select Save link as or Save target as in the menu displayed.
  • Open the saved document on your computer. 
  • Complete the form and print it. 
  • Have the form certified, as it represents a declaration that more than 50% of the lot area is used for farming. You can do this at the Citizen Relations counter or find a Commissioner of Oaths on the Quebec government website.

Frequently asked questions 

No, only one payment is permitted on the 1st due date. 

Yes, you can pay in two instalments even if you are late. However, you will have to pay interest and penalties.   

Interest and penalties begin to accrue at the due date and are calculated daily.  

  • If the 1st instalment is paid late, interest and penalties accrue only on the balance of the 1st instalment.  
  • If you have not paid the 1st or 2nd instalment: Interest and penalties will be added to the balance of the two instalments. 

To get your file or registration number for your tax account(s):  

If you are paying by cheque, please write your file or registration number on the back of the cheque. 

The city does not re-issue tax bills when there is a change of ownership. It is up to you to make sure your municipal taxes are paid on time. 

The City of Laval does not automatically issue a new tax bill when there is a change of ownership. It is also possible that the tax bill for your property was sent to the previous owner.  

If you have not received your account:   

  • Check your tax account online
  • Make a note of the file or registration number of the tax accounts.   
  • Payment by cheque: Write your file or registration number on the back of the cheque.

Important

Even if you haven’t received a tax bill, you must pay your tax bill by the due date.

You can get a tax credit as long as you do not replace your pool.
